The Mystery Handle

Bricked-in windows are a common sight in London, but this particular window always intrigues me when I pass by:

What's the deal with the bars and the small handle? I guess the bars could be explained if the original window had safety bars that the owner didn't bother removing when the window was bricked in, but what about that handle? Is it someone's idea of a joke? Why is it there?
